A man named Leonard Glenn Francis, called 'Fat Leonard', was caught giving lots of gifts and money to Navy officers.
He did this so they would help his company get more money from the Navy, even if it wasn't fair.
He was caught and had to go to jail for 15 years, and he had to pay back the money he stole.
This was a big problem for the Navy because some of its leaders were not honest and it made people not trust the Navy anymore.
